US law firm Wilson Elser has appointed Thomas Dunlap, a former senior official at the Federal Motor Carrier Safety Administration (FMCSA) and the National Transportation Safety Board (NTSB), as of counsel in its Washington, D.C. metro office.
Dunlap will help lead emergency response services for a key transportation client and advise on crisis management across several of the firm’s core practice areas, including transportation, aviation, maritime, and product liability.
At the NTSB, Dunlap served as a senior advisor to vice chairman Bruce Landsberg and later to chair Jennifer Homendy, contributing to accident investigations and safety recommendations across aviation, maritime, pipeline, rail, and trucking sectors. He later joined FMCSA’s Passenger Carrier Division as a team lead.

Dunlap participated in high-profile investigations while at the NTSB, including a fatal ship collision, a commuter train crash, and an airport runway overrun involving a passenger jet.
