beOnd to launch new Saudi-based luxury airline, targeting 1m passengers by 2030

beOnd, a Maldivian premium leisure airline headquartered in Dubai, has announced that it has begun the regulatory process to launch a new luxury airline based in Saudi Arabia.

Last week, beOnd announced that it is seeking an Air Operator Certificate (AOC) for the new airline from Saudi Arabia’s General Authority of Civil Aviation (GACA), following a national charter carrier tender from  the regulator.

Upon receipt, the AOC will authorise beOnd to provide bespoke domestic and international charter services across Saudi Arabia.

beOnd will base aircraft in Saudi Arabia, creating new luxury gateways aligned with Vision 2030’s goal of attracting 150 million annual visitors.

The company plans to deploy up to 20 aircraft by 2030, targeting to carry 1 million premium leisure travellers through its expanding network of destinations.

“beOnd’s model focuses on the fast-growing segment of premium leisure travellers — high-spending individuals seeking tailored experiences and elevated service,” the company said.

“With fully lie-flat seating, fine dining, and a minimalist design aesthetic, beOnd bridges the gap between private aviation and scheduled travel.”

The announcement follows beOnd’s successful participation in TOURISE 2025, Saudi Arabia’s flagship global tourism and investment forum.

beOnd was invited by the Saudi Ministry of Tourism to showcase its multi-AOC growth model as an example of innovation driving Saudi Arabia’s Vision 2030’s tourism transformation.

The announcement also follows the launch beOnd America last month, in partnership with New Pacific Airlines.
