The Hong Kong Airport Authority has stated that it will impose a construction levy on airlines if it cannot raise sufficient funds for a third runway.
The Executive Council has given its approval in principle for the HK$136 billion project.
The third runway, to be built within eight years of final government approval, will become operational in 2023. The works will involve reclaiming 650 hectares north of the current airport site.
