President Aquino is set to issue this week an executive order authorizing the gradual liberalization of the country’s civil aviation industry in a bid to attract more tourists and investors. The President said the “pocket open skies policy” would initially involve “secondary gateways” where airline companies could come and make long-term investments. “There is a previous EO that allowed this pocket open skies so we are just reaffirming the same,” the President told reporters in a press conference in Manila. The President was referring to the EO 219 signed by then President Fidel V. Ramos that provided the framework for domestic and international civil aviation liberalization policy.
